Edmonton Gets Huge Secondary Suite Boost

On August 20th, 2018 the Edmonton City Council voted unanimously to amend their zoning bylaws for legal secondary suites. This change will significantly increase the number of houses that can become legal suites. Edmonton is truly showing itself to be one of the most progressive cities in Canada for secondary suites.

What Has Changed?

Right now in Edmonton about 3,500 homes have legal secondary suites. This is less than 2% of all homes in the city. There are 3 really big changes that have happened with this update to the by-law which could increase secondary suites in Edmonton by nearly 50%!

Secondary Suites can now be added to row, duplex, and semi-detached houses.

Semi-detached and duplex homes together account for about 30,000 properties in Edmonton. By allowing legal suites to be built on those properties the city expects to see about 500 new secondary suites added.

Row housing is also becoming more popular in the City, and adding secondary suites to new row housing properties seems like a great option for creating more rental opportunities. Edmonton city planner Anne Stevenson said she does not expect to see many current row homes get updated due to the high cost of retrofitting these kind of buildings to Alberta building code. If however, row homes are upgraded on a similar level to detached homes, then nearly 600 new suites could be added to the city.

Minimum lot size has now been removed.

There are also over 32,000 homes in Edmonton with lots smaller than 360 square meters. Edmonton’s old bylaws said that legal suites could not be built on lots smaller than this size. With this new change any of those smaller lots can now have a secondary suite added to them. It is great to see how the city realized how pointless a bylaw like that was. And they expect to see around 550 new suites added to the city with this change alone.

Adjusting maximum floor area for secondary suites built above grade, or partially above grade, to increase flexibility in interior layout.

The old bylaw stated that if any portion of the legal secondary suite was on the main floor or “above grade” level, then a maximum of only 70 square meters could be used for the rest of the suite on the basement level. This arbitrary maximum meant that you would be forced to leave empty space in the basement, or that a suite would just not be built.

The main reason that the above rule was added was to ensure that a secondary suite stayed smaller than the primary residence. The new bylaw changes simplified the issue, and now say that all that matters is that the secondary suite is smaller than the primary suite. This simple change will be great for some homeowners.

To Sum It Up

The changes that have come to Edmonton have granted more homes. than ever to add legal suites to their properties. The city could see up to 1,650 new legal suites added in the upcoming years.

Edmonton has many plans in place to encourage homeowners to add legal suites to their homes and even has a grant program that can give up to $2,000 to homeowners who want to make this happen.

Edmonton has shown that it is one of the most progressive cities in Canada for the encouragement of legal secondary suites, and we hope to see other cities begin to catch up.

Basement Suite Ceiling Regulations for Calgary, Vancouver, and Toronto

Before you build a legal secondary suite you will want to make sure that the space is meeting all of the legal requirements. Ceiling height requirements can be a simple thing to overlook, but are extremely important to get right (especially when you have to deal with ductwork or stairs). Fortunately, regulations have recently changed, meaning that hitting this requirement has become easier than ever. Read below to learn about the ceiling requirements for basement suites in Calgary, Vancouver, and Toronto.

Calgary

In Calgary, the regulations have recently changed, allowing basement suites to have a minimum height of 1.95m (6 feet 4¾ inches).

  • Ceiling heights can be reduced to 1.85m (6 feet 0? inches) where ductwork and beams make drop ceilings necessary.
  • Doors within the suite may be reduced to 1.89m (6 feet 2? inches) where required.

Just a few years ago regulations said that ceiling heights had to be a minimum of 6 feet 10½ inches. This means that more houses than ever are capable of becoming legal suites.

Vancouver

Vancouver has also stated that they have relaxed their ceiling height requirements recently, although they are still less lax than Calgary is.

  • A minimum existing ceiling height of 1.98m (6 feet 6 inches) is required over 80% of the suite area and all exit routes.

The wording on their regulations is a little bit different. Vancouver’s minimum requirement is still easily achievable in most basement suites.

The real question here is what about the other 20% of the suite area? Vague wording like this is usually done on purpose, as it allows for more case by case decisions to be made, depending on the property. The 20% of the area is most likely accounting for ceiling height dips due to ductwork or beams as well, but it does not give a specific minimum. You will want to chat with the Development and Building Services Centre (604-873-7611) to get the right information on your unique property.

Toronto

Finding regulations for legal secondary suite requirements in Toronto has been a bit of a challenge. I have still not been able to find official guidance on the City of Toronto website, but I have been able to find enough sources stating the same number that I feel confident in the answer. You can find the sources here, here, and here.

  • The minimum ceiling height is 1.95m (6 feet 5 inches).
  • The main entrance must be at least 32 inches by 78 inches.

That is is. The city does not give any guidelines on what to do about ductwork or beams, so you will want to make sure that you call the city about any questions in this area. Their general inquiries number is 416-397-5330.

Conclusion

In Calgary, Vancouver, and Toronto, ceiling height requirements should not create too many issues for you. Even in Toronto, where the regulations say that the lowest a ceiling height can be is 6’5″ this is more than doable. With proper planning, and careful consideration on secondary heat sources, you should be able to achieve the ceiling height requirements.

This is a big hidden cost of investment properties that many people overlook. According to the US News the average homeowner spends between 1 and 4 percent of their homes value on maintenance and upkeep. The older that your home is the higher some of the costs can be. Our second home was built in 1978, and there are a few updated that we will need to be making in the upcoming years. We need to replace the fence and update the backyard this summer, and will need to re-shingle the roof in the next 5 years. Both of these project will cost between 4-10K dollars each.

Of course, you don’t have to put money into up keeping your property, but doing so will have a negative impact on the amount of rent you can get, and the type of person willing to rent from your hovel. Home upkeep is always worth doing.

And make sure that your keep all of your receipts! The benefit of maintenance and upkeep on a rental property is that it is all tax deductible! This is a business expense!

Property Tax

You will want to make sure that you incorporate your property tax into your monthly mortgage payment costs so that you can accurately decide on a fair rent.

Income Tax

Yes, the money that you get from your rent is taxable. Some people skirt this by getting paid under-the-table, especially with illegal suites, but please trust us, it is not worth it.

If you have a spouse, you can split the income between the two of you if you both have ownership in the house. Before you make any decisions in this area however, I would highly recommend that you talk to a chartered accountant on how to best organize your investment properties.

Legal Basement Suites: Calgary – The First 4 Steps

Many people are interested in adding a legal basement suite to their homes but are unsure where to start. You already know the value that having a legal secondary suite can offer you, now it is time to get this process started! In this article we will take a look at the steps needed to begin building your suite.

Step 1: Make Sure Your Home is “Suite-able”

Not every home can be turned into a legal basement suite, although regulations have recently changed making this process simpler than ever. The City of Calgary has many regulations that need to be followed to ensure that the homes people live in are safe. And if you are needing to make major changes to the house in order to meet those requirements, it may not be worth it for you.

Once you feel confident that you could add a legal suite to your home, you are ready for the next step.

Step 2: Get Quotes from Contractors

Whether you decide to use a professional General Contractor, or contract the suite yourself, you will want to get some quotes. I would recommend a minimum of three.

Having a professional take a look at your home is valuable for a few reasons. Firstly, they can point out things that you may not have caught. A good contractor should have an idea of the legal requirements to suite a home, and will be able to quickly see what steps need to be taken. They can help you imagine where rooms or kitchen sinks could go, and will also be able to point out some of the challenges you will need to find solutions for.

Secondly, it is really important that you get quotes from multiple contractors, as they may have differing opinions or suggestions on how to suite your basement. You can take all of their unique ideas into consideration, and mix and match them if you like.

When my wife and I were looking to buy our second home, we were pretty sure that the home could be suited, but the first contractor we brought in said that it could not be done. This was obviously some disheartening news to hear, however when we had our second and third contractor come to look at the house, they both said that the home could easily be turned into a suite. We ended up buying and suiting the home with very little hassle. This example goes to show that you want at least a couple opinions!

Thirdly, you can get a better idea of the actual cost of suiting a home. Average out the quotes that you get, and you should get a fairly accurate idea on how much it will cost to do the renovation. If you plan on contracting the home yourself, and doing a bit of the work then you could take 15%-30% off the prices that you are quoted.

Step 3: Create a Floor Plan

Make sure that this is the suite that you want it to be! Whether you hire a contractor, or do it on your own, make sure that you are a part of this process. The City of Calgary site has examples of what a floor plans should look like. They can be made using professional programs, or could even be submitted hand drawn on graph paper, so long as you follow the guides.

I would recommend measuring the space with a tape measure and drawing your own plan on an iPad. You can easily make changes and adjustments on the fly, and see what you think would be best for the space. Spend a little time fiddling with the plans and show it to family, friends, and other professionals to get their thoughts. Make as many tweaks as you want to during this process, but know that whatever you submit is what the finished product needs to look like. Step 4: Apply for Permits

Although the idea of applying for a permit may seem daunting, it is actually a really simple process. All you need to do is fill out a basic application form, and submit the floor plan that you made, along with the site plan (a drawing of the entire property and what is on it). Twice.

Make sure you bring two copies of your floor and site plans as you are applying for both a Developer Permit as well as a Builders Permit. You can either submit your permit in person or online. I went in person. Although there can be a bit of a wait, your permit gets reviewed by an engineer while you are there and they can let you know if there are any changes that you need to make immediately. It still goes through a full approval process, but I found it to be quite educational.

No need to worry about plumbing or electrical permits unless you plan on doing that work yourself. The person you hire will pull those permits on their own when they need to.

Once your permits have been approved then you are ready to build a basement suite!

To Sum It Up

Although building a legal basement suite might sound like a scary undertaking, once you break it down into smaller parts the process actually isn’t all that challenging. Once you have finished this, the next task will be actually building the suite, which is a fun and rewarding process.
